Excalibur provides personnel with demonstrated experience in the skills necessary to make privatization successful. We believe that for privatization to be successful and provide maximum benefit to the government, it must include the use of fixed-price or fixed-unit rate contracts, outsourcing, and employ methods that involve cost sharing or deferred payment.
